EDITOR—It has been reported that teachers are buying appointment letters without bothering about training. This is true and common in the ministry of education.

Some teachers who do interviews are deliberately failed even when they have passed. Later on, they are conned of not only sh700,000 as reported. Some of these appointment letters cost as much as sh800,000!

Teachers who ‘cooperate’ are posted to well-established schools. Those with legitimate qualifications are posted to distant and difficult areas. The public service committee in Parliament should not take this issue lightly.

Some officials in the ministry should explain. This practice was particularly responsible for the rampant shortage of teachers’ salaries last year.
