Tumukunde witnesses to testify today

Witnesses are to start testifying today against former ISO chief Brig. Henry Tumukunde, who is on trial at the General Court Martial on charges of spreading harmful propaganda and inflating the army payroll with ghost soldiers.

Witnesses are to start testifying today against former ISO chief Brig. Henry Tumukunde, who is on trial at the General Court Martial on charges of spreading harmful propaganda and inflating the army payroll with ghost soldiers.

He will appear before Gen. Elly Tumwine, who chairs a panel of seven court members.

Tumukunde is presently on remand at the Senior Officers’ Mess in Kololo.

He was arrested in May 2005 after allegedly making political statements on two radio talk shows.

He has been denied bail by the military court on two occasions for fear that he is likely to interfere with witnesses because of his influence.

Prosecution accuses Tumukunde of breaching army rules by claiming that the leadership blocked him from retiring from the army.

It alleged that Tumukunde made the allegations on a CBS radio talk show hosted by Medi Nsereko Sebuliba and another on Radio One hosted by David Mushabe.

Tumukunde is also among 28 officers on trial for allegedly swindling over sh1b.

He is charged with creating ghost soldiers and diverting sh379m meant for 650 soldiers between November 2000 and November 2001 when he was the 4th Division chief in Gulu.
