THE UN children’s agency (UNICEF) has earmarked US$82.8m (about sh152b) to fight illiteracy, HIV and abuse among children.

Martin Mogwanja, the agency’s representative, said the five-year programme would benefit six million Ugandans, including 3.3 million children in 19 districts.

“The programme will help in areas where health, education and safe water are consistently lower than the national average,” Mogwanja said.

The ‘2006-10 government -UNICEF country programme’ activities will focus on the five priority areas of child survival and development, underlying causes of infant, child and maternal mortality, Mogwanja said.

The programme will also address development of national policies to benefit children living in poverty in the most disadvantaged districts.

“It will also protect the vulnerable, address violence, exploitation, abuse, discrimination and neglect of children,” Mogwanja said.
He said the right of children to education will be tackled.

Mogwanja said the programme, to end in 2010, was launched last month, when finance minister Dr. Ezra Suruma signed a country programme action plan.
