SIR — We refer to the letter by Ms. Annet Nabalayo published on May 15 about the Jinja-Iganga road. It is true the road is in a sorry state and the Ministry of Works and the Road Agency Formation Unit cannot ignore this problem.

What is not true is that the Kampala-Mbarara and Tororo roads are to be upgraded at the expense of the Jinja-Bugiri road.

The money for construction of that road is available. It was under construction until the contractor, Basil Read Bouygues TP, abandoned the project in December 2004 without sufficient reason. Government was therefore advised to terminate the company's contract with effect from February 25, 2005. The process for procuring a new contractor is tedious and sometimes takes long.

The Government and the EU have agreed to complete the procurement of a new contractor as soon as possible given the dangerous state of the road and its effect on the national economy. Tenders for the civil works were received on February 10 and evaluation is nearly complete. The new contractor is expected to be on site by July. The Government regrets the state of affairs on this very important project.
