SIR — Maj. Gen. Kale Kayihura has hit on a matter that deserves more public and media attention than it has been given. It is the matter of organised crime with key players being members of the CID, CMI, ISO, and ESO.

SIR — Maj. Gen. Kale Kayihura has hit on a matter that deserves more public and media attention than it has been given.
It is the matter of organised crime with key players being members of the CID, CMI, ISO, and ESO.

He used the term ‘mafia’ popularised by Vice President Gilbert Bukenya who spoke of a mafia within the government that was set to undermine him.

Organised crime may be a more fitting term than mafia since the real mafia have close blood and traditional ties. Even the expression ‘organised crime’ may not quite highlight the situation since a lot of crime is organised anyway.

The tragedy that Kayihura has highlighted consists in the fact that the very people the state has trained to provide security of person and property are the ones that perpetrate and benefit from the criminal acts that the state wants to stamp out.

The guard is the thief. This is a problem for many revolutionary regimes which, like the NRM/A, that start off with good intentions and a determination to fight corruption. ‘Mafia crime hits Kampala’, screamed the New Vision headline.

The truth is that the situation Kayihura has uncovered has been around for some time. Only now the operatives have perfected it into an art. He needs all the support he can get.
