KCC official locked out

THE Kampala Central Division Senior Assistant Town Clerk, John Higenyi, was on Wednesday locked out of his office.

THE Kampala Central Division Senior Assistant Town Clerk, John Higenyi, was on Wednesday locked out of his office.
This was after he ignored instructions from the the Central Division chairman, Godfrey Nyakana, not to preside over elections for Owino Park yard market leaders at Nakivubo Settlement Primary school. Nyakana claimed that it was illegal for Higenyi to conduct the polls.
Higenyi said he was acting on orders from above. “I’m a technical staff not a political leader. I have to follow the directive from my boss (town clerk),” he said.
A guard was deployed at Higenyi’s office to effect the directive. Nyakana, however, denied he had locked up the office.
Deputy mayor Florence namayanja recently visited the market where vendors requested KCC to enable them elect their leaders. There has been a struggle between the division and the district over the functions of each party, especially on markets, parks and tenders.
