KCC approves City Square plan

Kampala City Council (KCC) has approved the construction of the constitutional (formerly City) Square into a modern greenery leisure park and information centre.

Kampala City Council (KCC) has approved the construction of the constitutional (formerly City) Square into a modern greenery leisure park and information centre.
Balton Uganda Ltd (BUL) owned by Zeev Shif, intends to inject $15m (about sh27b) into the project in exchange for KCC allowing it to use the area for selling advertising space for at least five years.
Kampala mayor Nasser Ssebaggala yesterday said the constitutional square will be developed by Balton.
“For long we have been in negotiations with Balton. We are happy with their plan to erect a modern fountain in the middle of the green park. They will also erect modern billboards for advertising,” the mayor said.
He said Balton’s plan was awaiting the approval of the National Environment Management Authority (NEMA).
Balton submitted to NEMA its Environmental Impact Assessment (EIA) report.
KCC and Balton have also resolved their earlier differences over inclusion of a large car park and toilets.
Balton officials said, “There will be a fountain in the middle, an information centre, modern toilets, parking space, a green belt and flowers.”
Balton Uganda Limited deals in fertilisers and owns an agency for Motorolla phones.
KCC’s deal with Balton puts to rest plans by Kampala central division chairman Godfrey Nyakana to plant trees in the park.
NEMA had also been contacted by Central Division authorities to plant trees and put park benches and lights.
