The Arua regional Police office block should be demolished because it was illegally constructed, the district engineer has said.
Lawrence Pario, while appearing before Buganda Road Court Chief Magistrate Deo Nizeyimana, said the block’s roof leaks, the floor is cracked, the wall plaster is wearing off, glass is broken and the toilets are non-functional.
Court heard that the building was constructed in 1998 without an approved plan.
“I advised the town clerk to cross-check whether the plan was approved. It was his mandate to stop it. If I were him, I would have razed it long ago,” Pario said.
Pario was testifying in a case against four senior police officers charged with embezzlement, causing financial loss, abuse of office and neglect of duty.
He added that at the time he received the architectural drawings, construction had started. Pario was then serving as an engineer at Arua municipal council.
