PRESIDENT Yoweri Museveni has been appointed by the African Union (AU) to head a committee to evaluate the viability of an all-Africa government.

Museveni was appointed during the summit of the African Union heads of state in Abuja, Nigeria, earlier this week, the President’s press unit said in a statement yesterday.

It said the proposal for such a government was being spearheaded by Libya. The committee will consider cabinet positions, such as defence and foreign affairs, for the continent.

Museveni’s committee, which includes Niger, Ethiopia, Chad, Botswana and Tunisia, reports back to the next AU summit in Khartoum in January 2006, the statement added.
The affairs of the African Union are currently handled by the AU Commission chaired by Alpha Oumar Konare, the former president of Mali and the executive decisions are formulated by a Council of Ministers.

The AU summit in Abuja, Nigeria, earlier this week, discussed matters of security and how to improve the standard of living of Africa’s 830 million people, 300 million of whom live in abject poverty. Museveni is back home.

Museveni called on Africans to use their talents to end centuries of domination and dependence. At a prayer breakfast at the Hilton Hotel in Abuja, the President, who gave the keynote address, said, “God ordained Africans not to be borrowers but lenders contrary to what the continent is now undergoing.”
