Uganda law society opposes third term

ABSENCE of term limits will breed dictators, while limited terms create orderly succession by ensuring accessibility to the highest office, the Uganda Law Society (ULS) said yesterday.

Presenting their proposals to the legal and parliamentary affairs committee on the Constitutional (amendment) Bill, ULS maintained its earlier stand on the maintenance of presidential term limits.

“Limited terms create orderly succession and deter political groups interested in power from resorting to extra legal means. accessibility to the highest leadership office is broadened where limits exist,” said ULS president Moses Adriko.

Adriko, who led a five-man team before the committee, said term limits should be de-linked from any individual, especially the performance of the incumbent, president Yoweri Museveni.

The team comprised former ULS president Andrew Kasirye, ULS vice-president Deo Nkuzingoma, Nester byamugisha and John Magezi.

Earlier on, Prof. Oloka Onyango of Makerere University had said the issue of term limits was supported throughout the 10 years of the Odoki Commission and in the Constituent Assembly, and that it should get a chance to be tested.

He called upon the Mps to be aware of the dangers of getting a president who will want to use the instruments of power to perpetuate their stay.

“I admit I am a critic of president Museveni and his performance, but I also admit that he has done very well. Should he remove term limits to stand again, he will ruin his legacy,” he said.
