NSSF land claim illegal, says KCC

KAMPALA City Council (KCC) has said the National Social Security Fund (NSSF) has no claim on the land it is fighting over with KCC and a private company on Nakasero Hill.

KAMPALA City Council (KCC) has said the National Social Security Fund (NSSF) has no claim on the land it is fighting over with KCC and a private company on Nakasero Hill.

NSSF had complained to KCC over the allocation of plot M4 Off-Shimoni Road to NK Ltd, a private firm.

NSSF acquired the plot about five years ago at sh2b but KCC says the transaction was illegal.

NSSF also issued a warning, saying the land was part of several pieces of land owned by NSSF on Yusuf Lule and Shimoni roads.

KCC spokesman Simon Muhumuza on Tuesday said, “We do not have NSSF in our records as owning that piece of land.”

He said KCC allocated that land to Pan World Insurance Company (PWICO) in 1990 and the company’s second five-year lease expired on December 31, 2004.

He said in 2003, PWICO illegally sold the plot to NSSF. “That sale was illegal because the lease agreement between KCC and PWICO forbids subletting, sub-leasing or mortgaging the land without the consent of KCC,” Muhumuza said.

He said two companies, NK Limited, and Summit Limited applied for the land on the expiry of PWICO’s lease and on April 6, the land board allocated it to NK Limited.
