SPOT fines under the Express Penalty Scheme have reaped sh30m from drivers from January to April in Nebbi district.

The district traffic report said 277 drivers were fined under the scheme in Nebbi town council alone.

The report said 523 tickets were issued to offenders but only 58 paid the penalty for various offences.

The district traffic officer said the commonest offences were speeding and overloading.

He said the passengers from villages do not want to use seat belts, adding that they would sensitise the locals on the advantages of the belts.

District Police commander Samson Emukok said they were faced with the problem of not getting returns from the Uganda Revenue Authority offices in Arua and Kampala on the details of defaulters who paid outside Nebbi.

“Most of them prefer not to pay here but the returns are not sent back,” he said.
He thanked the government for coming up with the scheme, saying it had helped reduce accidents.

Emukok said they had started arresting defaulters on payments.
