UGANDA’s budget caters only for the interests of the rich while underlooking the poor, aggravating poverty in the country, experts have said.

UGANDA’s budget caters only for the interests of the rich while underlooking the poor, aggravating poverty in the country, experts have said.

Warren Nyamugasira, the NGO Forum executive director, told a public dialogue at Hotel Equatoria on Tuesday, that Uganda needed pro-poor budgeting. The dialogues was organised by the Civil Society Budget Advocacy Group.

“A budget within a good policy framework is very important because policies are transformed into programmes which change people’s lives.

“Unfortunately, our budgets tend to favour particular sectors ignoring the poor.

“Our budget has tended to allocate more resources to State House, the Presidency and the defence ministry at the expense of the poor,” Nyamugasira said.

He said there should be massive consultation with people at the grassroots during Budget formulation.
“But it is not the case in Uganda because local governments tend to be hostile to people,” Nyamugasira said.
