The labour ministry has budgeted to spend sh1b to promote the export of labour, minister Zoe Bakoko Bakoru (left) said on Thursday.

Bakoru said in an interview that the External Employment Unit (EEU) would implement legalisation of labour exports.

“To show that the Government is serious about solving unemployment problem, a unit to monitor the export of skilled and unskilled labour force was instituted.

“To effectively execute its obligations, sh1b has been budgeted for administrative running of the unit,” Bakoru said.

She said EEU will coordinate policy roles including licensing of the private employment agencies.

It will also supervise and monitor the activities of licensed agencies to curb conning and trafficking of millions of Ugandans desperate to work abroad.

Bakoru said President Yoweri Museveni would launch the new rules and regulations to legalise and govern the employment of migrant workers outside on August 19 at Speke Resort Munyonyo in Kampala.

She said after the launch of the law, four agencies would be licensed to start immediate labour exports.

Bakoru said the agencies had already applied for the licenses.
“They have already sourced for various jobs,,” she said.

The agencies will work under the Government’s guidelines, Bakoru said.
She said the guidelines would be issued soon.

The Government is embracing the role played by migrant workers in economic development, other ministry sources said.

Migrant workers’ earnings by Africans working overseas has become the continent’s biggest source of forex.
