Mengo approved

PARLIAMENT yesterday approved an amendment for the creation of Mengo Municipality and five regional governments of Buganda, Bunyoro, Busoga, Acholi and Lango.

PARLIAMENT yesterday approved an amendment for the creation of Mengo Municipality and five regional governments of Buganda, Bunyoro, Busoga, Acholi and Lango.

Parliament also approved the municipa-lities of Hoima, Jinja, Gulu and Lira as the headquarters of Bunyoro, Busoga, Acholi and Lango respectively. Mengo Municipality will be for Buganda.

The legislators agreed to have the regional governments come into force on July 1, 2006.

However, during consideration of the Constitution (Amendment) (No.2) Bill, 2005, Parliament thwarted Ken Lukyamuzi’s (Lubaga South) motion on establishing Mengo district.

Speaker Edward Ssekandi said Lukyam-uzi’s intentions may be good but were hampered by a constitutional hurdle.

“What you want will come because a home must be found for this area that has been severed from Kampala,” he said.

The House also approved an amendment giving regional governments powers to legislate on matters within their jurisdiction.

The Minister of State for Justice and Constitutional Affairs, Adolf Mwesige, moved the amendment to Clause 4 of the Bill to the effect that the districts of the regions of Buganda, Bunyoro, Busoga, Lango and Acholi be deemed to have agreed to form regional governments.

No MP opposed the deeming of the districts of Buganda, 121 supported it while one MP, Christopher Kibazanga, abstained on all deemings.

A total of 126 MPs supported the deeming of Bunyoro, 121 for Lango, 130 for Acholi and 123 for Busoga.

Some MPs objected to including Bugiri under Busoga.
