A committee investigating the wrangles between Busia councillors and the Resident District Commissioner, George Patrick Bageya, heard that he ordered the arrest of Dabani sub-county councillors during a council meeting on November 17, 2004, without a sound reason.

The councillor for people with disabilities, Geofrey Wandera, told the committee chaired by Abbey Mukwaya that he and 30 other councillors were arrested on Bageya’s orders for discussing the opening up of a new taxi park and market at Namaubi.

Wandera said they were ordered to frog-jump from Namuaubi park site to Busia Police station, but they refused.
He said they were later transported in a Police pick- up truck but were not allowed to make statements.

He said Bageya connived with Free Line, the taxi and bus park contractors and Busia town council, to block the opening up of the park.
