THE Government is to spell out concrete requirements, which should be fulfiled before a district is granted.

Appearing before the parliamentary committee on public service, state minister for local government Richard Nduhura said there was no policy in the Constitution and Local Government act to limit creation of districts.

“It’s not easy for municipalities to become cities because requirements are stipulated.

But it is unfortunate that we do not have clear indications to clearly spell out the concrete requirements for a district, its time we put them in place,” he said.

Nduhura was yesterday presenting the ministry’s policy statement for the financial year 2005/06.

Committee chairman ignatius Besisira had raised concerns that there was need to have guidelines on creation of districts.
