Why does Ntungamo get salaries after others?

SIR — I am very disappointed with the delay of salaries for Ntungamo district workers. Salaries in the district normally come at the end of the next month. For instance, some institutions have not got September salaries up to now!

Does the chairman of Ntungamo district know that the little we
earn is for school fees?
Where does he think our children are now? Other districts like Mbarara, Kabale and Rukungiri pay their workers as early as the 28th of every month. do they have different sources where this money comes from? It must have something to do with incompetence or corruption in the way the salaries are handled.
It seems as if decentralisation means punishing poor civil servants in Ntungamo!
