GEN. Elly Tumwine has advised Brig. Henry Tumukunde’s lawyers to re-apply for bail at the next court sitting next month, reports Hillary Kiirya.

Tumwine said this to McDusman Kabega and Oscar Kambona during a court hearing on Wednesday at the Military General Court Martial in Makindye.

Tumwine had earlier, on two occasions, declined to hear Tumukunde’s bail application. He later heard the application and declined to grant him bail because one of his sureties, Maj. Gen. Mugisha Muntu, was not substantial.

He said Muntu had failed to ensure that Tumukunde attended court on the ghost soldier case on the required dates.

Maj. Gen. Kahinda Otafiire, who has been visiting Tumukunde at his remand home at the Senior Officers Mess in Kololo, was found substantial but Tumwine said owing to the previous character of the accused, he would not grant him bail.

Senior army officers have said Tumukunde will be released under stringent bail terms and put under surveillance.

“The Brigadier is going to be released before the Christmas season but we will watch over him on his movements and activities,” an officer said.
