THE ongoing commission investigating the Global Fund adjourned on Friday with a gruelling hearing on the controversy of how the Project Management Unit (PMU) chief was appointed, reports Jude Etyang.

Ernst and Young audit and consultancy firm was put on the spot to explain why PMU coordinator Dr. Tiberius Muhebwa was thought to be unsuitable for the job.

Ernst and Young were hired by the health ministry to recruit PMU staff.

The firm’s manager, Amos Bagumire was accused by Muhebwa’s lawyer, Oscar Kihiika, of bias, for commenting in the shortlist of candidates to the health ministry that Muhebwa had inadequate experience.

Muhebwa, who came second in the recruitment process, was given the top job of the PMU, which was charged with managing the Global Fund grants amounting to US$201m.

Dr. John Mutumba, the co-ordinator of the child health and nutrition project, was slated to take up the job.

Kihiika said, “There appears to have been an intention to bias the Ministry of Health against Muhebwa.”

Before the PMU, Muhebwa served as technical assistant, health ministry in Lesotho, senior health economist for the UN Economic Commission for Africa and led the team which developed the Health Sector Strategic Plan (HSSP).
