THE Government should come up with a modern trade policy that goes beyond the traditional focus on tariffs, quantitative restrictions and changes in relative prices, a former ambassador has said.
“The trade policy should capture improvements in the economic environment, regulatory regime and improving institutions that support competitiveness in global trade,” Nathan Irumba said.
“Trade policies should aim at contributing towards poverty reduction, promotion of employment and diversification,” he said at a meeting in Entebbe recently.
Irumba said Malaysia, Tanzania, Singapore, Korea, Mauritius and Brazil had succeeded in economic reforms because they had clear visions aimed at achieving particular goals.
“At independence, Malaysia had the same population, standard of living and levels of development as Uganda. Forty years later, the country has transformed while Uganda is still among the least developed nations,” he said.
