THREE division commanders arraigned two months ago for their alleged involvement into the existence of ghost soldiers in the army appeared in the Military Court yesterday.

Colonels Poteli Kivuna (former 2nd Division commander), Andrew Guti (former 4th Division commander) and Mark Kodili (former chief of personnel and administration) appeared in court, but the State was not ready.

Sam Sserwanga of Katende, Ssempebwa and Company Advocates, heading the prosecution in the court at Makindye, said the State was still investigating the cases and promised to update the court on April 7.

Kivuna is being accused of colluding with juniors to divert over sh500m recruitment fund for soldiers in western Uganda in 2003, embezzling sh40m meant for DRCongo operations, sh48m balance in soldiers’ salaries and failure to ascertain the strength of soldiers in the division between March 2002 and November 2003.

Kodili faces disobedience allegations and swindling sh30m meant for the army in the north.
