PARLIAMENT on Thursday received the Constitutional Review Commission report (CRC), which will pave way for a transition from the Movement to the multiparty governance.
Defence minister Amama Mbabazi presented the report on behalf of the Justice Minister Janat Mukwaya.

Deputy Speaker Rebecca Kadaga referred it to the Legal and parliamentary committee for scrutiny while awaiting a cabinet white paper and a Constitutional Amendment Bill to provide for the anticipated changes ahead of the 2006 general elections.
MPs Omara Atubo and Ken Lukyamuzi were furious that the reports were put in the pigeon holes before formally tabling it in Parliament.

Lukyamuzi sought to know the procedures to be followed while debating the report.
The report recommends that the lifting of the two-term limit be subjected to a referendum and that a multi-party system be adopted through a resolution of Parliament upon a petition by the requisite number of districts.

Most MPs rushed to read the chapter that recommends the reduction of the size of Parliament, which currently stands at 304 MPs to 120 MPs.
It says the number of directly elected MPs be based on a population quota of 200,000 inhabitants per constituency. The report says the remuneration of MPs be determined by an independent commission.

The report says candidates who have been proved to have involved themselves in electoral malpractices be disqualified from standing for Parliament for a period of seven years. It also calls for the scrapping of the Army, Youths and the Workers representation in Parliament.
