ATTORNEY General Francis Ayume , has named a legal team to study various documents on constitutional review and advise Cabinet on the way forward.

Those appointed are, Benedict Mutyaba, Zam Zam Nagujja of the Movement Secretariat, Jean Kyazze of the Uganda Law Reform Commission, Francis Nyakana of the Electoral Commission, Fiona Egunyu a former MP, principal State attorneys Angela Kiryabwire Kanyima and Sara Timarwa and Alex Osei Gyau of the First Parliamentary Council.

Mutyaba and Nagujja were members of the Constitutional Review Commission.
They are to study the Constitutional Review Commission report, the Cabinet submission to the CRC and the report of the government consultations with other political forces prepared by the National Political Commissar, Dr. Crispus Kiyonga.

“The result of the analysis will be used in developing the government White Paper on the implementation of the Ssempebwa report and the Cabinet memorandum for the road map for transition to multiparty democracy,” Ayume said in a letter dated April 19. Because of the urgency of the matter, the team has been given one week (up to April 26) to present its analysis.

The CRC, headed by Prof. Frederick Ssempebwa, submitted its report to government recommending that the lifting of the presidential term limits be subjected to a national referendum and that a multi-party system be adopted through a parliamentary resolution upon a petition by the requisite number of districts.
The late minister of Foreign Affairs, James Wapakhabulo, had advised against holding a referendum to change Article 105 (2) of the constitution, which deals with the term limits.

But justice and constitutional affairs minister Janat Mukwaya said the object of such a referendum would be to gauge public opinion.
Talks between the partyists and the government on the roadmap to the transition collapsed last week after the government was accused of lack of seriousness and trust.
