Education costs rise

THE education ministry expenditure has risen by 158% in nine years.
It doubled from sh189.947b in 1995/6 to sh490b in 2002/3.
Education minister Khiddu Makubuya in a letter recently said Government investments had enabled the ministry to register numerous achievements, citing Universal Primary Education programme.
He said 122,000 primary teachers were recruited in 2003/4, though the benchmark target was 125,000.
Makubuya said competing demands made it hard to increase the secondary education wage bill to permit recruitment.
“Enrolment of primary school pupils rose from 6,900,000 in 2001 to 7,300,000 in 2002. About 4,000 classrooms were built, increasing our stock to 69,000,” he said.
Makubuya anticipated that the pupil to teacher ratio would be 92:1 by the end of this year as opposed to 94:1 in 2002.
