POLICE yesterday carried out an operation targeting Express Penalty Scheme defaulters.
They impounded scores of vehicles and plunged sections of the city into a major transport crunch in the morning.
But the operation, which greatly inconvenienced motorists, elicited angry reactions from the public.
Due to the congestion and the slow process of cross-checking by traffic police, many motorists flouted traffic laws as they spun their vehicles and headed back where they had come from.
On some roads, passenger service vehicle (PSV) drivers who feared that they would fall victim to the dragnet, terminated their trips on the periphery of the city much to the chagrin of the passengers, while others resorted to access roads.
In some instances PSV drivers who fell in the trap took to their heels, abandoning their vehicles, which were towed to the nearest police stations. The operation began at about 7:00am.
In many suburbs people were seen stranded at taxi stages and many resorted to bodabodas.
The operation comes almost 20 days after the expiry of an ultimatum issued by Police and Uganda Revenue Authority.
