THE Ministry of Education has met all undertakings agreed upon with development partners last year, a condition for the release of donor support funds to the sector.
The commissioner for education planning, Florence Malinga, said this at the education sector review workshop in Kampala.
She said the finance ministry had indicated that 32% of the recurrent discretionary budget was spent on education as opposed to the 31% agreed upon with the donors.
Malinga said this financial year, sh461b of the recurrent expenditure was given to the sector, with sh368.1b (66.2%) going to the primary sub-sector.
The donor condition required that at least 65% of the education budget is spent on the primary sector.
“It is now expected that this satisfactory outcome will now trigger the release of the education sector budget support funds,” Malinga said.
The donors, under the Education Funding Agencies Group are expected to announce their releases at the workshop.
The sector’s sh555b budget is externally funded.
Malinga said the ministry beat the teacher recruitment target of at least 124,137 teachers on the payroll bringing down the pupil to teacher ratio to 53:1 compared to the agreed 58 pupils per teacher.
The permanent secretary, Francis Lubanga, said the sector suffered inadequate budgetary allocations.
