THE local government ministry has warned LC chairpersons against appointing unelected people on the executive.

By Richard Mutumba THE local government ministry has warned LC chairpersons against appointing unelected people on the executive.The ministry also said teachers cannot be sub-county and district councillors since they are employed by the local governments.Appearing before the House committee on local government and public service yesterday, Local Government state minister, Dr. Philip Byaruhanga and Permanent secretary Vincent Ssekkono said the ministry would take action against chairpersons who appoint non-elected people on LC the executives. The ministry officials were seeking approval for sh3.53b for recurrent and sh1.15b for development budgets for the ministry and the Local Government Finance Commission for 2002/2003. Beatrice Byenkya (Women-Hoima) chaired the meeting.The warning followed revelations by Mukono Woman MP Lydia Balemezi, that the chairperson of Njeru Town Council appointed relatives on his executive who are not council members.
