SPEAKER Edward Ssekandi has maintained that the appointments committee that approved the new members of the Electoral Commission was still valid even though it was set up under the old parliamentary rules, which have since been changed, reports John Kakande.

“I have talked to the Speaker and he says the existing (appointments) committee is validly doing its work because it was duly appointed by the Parliament in accordance with the Constitution and the Rules,” Kagole Kivumbi, the Parliament’s spokesperson told the New Vision yesterday.

The Speaker presides over the appointments committee that vets all the constitutional presidential appointments, including members of the Electoral Commission. On Monday, the committee approved the new EC team headed by Eng. Badru Kiggundu. It, however, rejected one nominee, Aisha Lubega.

Ben Wacha, the chairperson of the rules, discipline and privileges committee, was quoted in the press yesterday as saying the new rules that came into effect in April this year changed the composition of the appointments committee. In his view, the change of the rules automatically invalidated the existing committee.

Sources said the Speaker was reportedly extremely unhappy about Wacha’s remarks. Ends
