Misusing guns!

SIR— It is becoming common to hear of soldiers misusing guns and bullets. In The New Vision of November 19, pg 3, and Bukedde of November 9, pg 4, we have two sad stories.

SIR— It is becoming common to hear of soldiers misusing guns and bullets. In The New Vision of November 19, pg 3, and Bukedde of November 9, pg 4, we have two sad stories. In The New Vision, a soldier in Magamaga Barracks shot two people dead and injured three others in a bar in the trading centre. In Bukedde, a soldier guarding Kigo Prison having shot Edward Kitaata dead. It is alleged that this soldier was not mentally sound!
The ongoing Operation Wembley has unearthed one fact, that there are is very poor control of arms within the security agencies. Secondly, that some soldiers are misusing arms in their possession! Why should a soldier carry a gun to a pub? Those concerned must address this issue as a matter of urgency. Thirdly, soldiers and all people who are armed must constantly undergo mental scrutiny to ensure they can possess arms. It is not right that a mentally sick person be a prison guard. I wonder how often presidential guards are put through mental scrutiny.
