SIR—Government vehicles in Busia rank number one in smuggling goods from Kenya to Uganda through Busia town. The most common one is a blue Police Santana. Imagine ordinary citizens being harassed and even beaten up even if they are found with only one bar of soap, or a litre of cooking oil.The funny part of it is that when these vehicles are driven to the gates, the gates are immediately opened wide without any questions!
