ILLITERACY has been cited as a major impediment to development in Kamwenge district, reports Emmanuel Mulondo.Amos Banage, the district community based services officer, said 65% of the population in the district were illiterate.This, he said, meant that more than half the population did not have capacity to conceptualise income-generating activities. He said those who managed to do so were unable to keep records of their work.Banage said the district was undertaking a major adult literacy campaign. He said adult literacy instructors and change agents had been trained and equipped with a bicycle for each of the 49 parishes in the district.He said the plan was to reduce illiteracy from the current 65% to 30% by the year 2005.“At least people should be in position to read and write in their mother tongue and know how to count,” Banage said.
