Is Kyakabale A Refugee?

Renegade UPDF officer Lt. Col. Anthony Kyakabale has been handed over to the United Nations High Commission for Refugees for relocation to a third country. The Rwanda authorities handed him over after they became irritated by his conduct and because sources there said he was becoming a security threat to both Uganda and Rwanda. This is a good act on the part of Rwanda. It further improves relations with Uganda. Kyakabale has files on criminal offences waiting for him in Kampala. By the time he fled, police was looking for him in connection with violent robberies in Kampala. He then fled under cover of a victimised soldier sympathiser of Col. Kizza Besigye who was then in the presidential race. Now Major General James Kazini has said in Kasese that Kyakabale was responsible for burning down part of Kasese town not long after the presidential elections. This is an act of terrorism and it begs the question: Is Kyakabaale a genuine refugee ? If these allegations are true, then Kyakabaale should be extradited to face justice or he should be tried in a third country on charges of terrorism. Wrong doers and criminals must not turn their criminality into rebellion. They must be held accountable for their actions.Ends
