SIR— I have closely followed in The New Vision Maj-Gen Katumba Wamala’s efforts at raising the efficiency of the Ugandan police force and in particular his fundraisingefforts to secure police patrol vehicles.I live in a huge city of over 22 million people where guaranteeing security to citizens would by all standards be enormously difficult. I must testify that I have witnessed what a tremendous role a mobile police can play in guaranteeing security. Here you will rarely walk a kilometre without seeing the police in your footprints. They are able to do this because of high mobility and communication facilities.Katumba has identified the very right medicine and is not just rolling in his armchair office lamenting about it. Finance minister Gerald Ssendaula should find a way of helping to make Katumba’s work easier and more effective than placing useless, bureaucratic technicalities in his way. Cheers Gen Katumba!
