MBALE — The district accounts for the financial years 1998 to May 2001 went un-audited because of lack of a chief administrative officer, chief financial officer and an internal auditor. The officials who held the posts at the time were acting in those capacities and caused a sh710m financial loss, the CAO Goerge Wopua, told parliament.
