RIOT POLICE clashed with Sebaggala supporters on Monday when they tried to attack the offices of the Uganda National Examination Board in Ntinda. One man was killed. This was a very unfortunate incident but the police could not allow matters to run out of hand. The mob was smashing cars and throwing stones as they marched on UNEB. The mob would definitely have ransacked the UNEB offices and the life of the acting Secretary Matthew Bukenya would have been in danger if the police had not intervened. Yet UNEB has not done anything wrong. A presidential candidate has to have A-levels or the equivalent. Sebaggala has not yet submitted any equivalent qualification. The American prison service has said he undertook adult education courses equivalent to Grade Six but received no qualification. The British correspondence colleges he attended have no clear status and are not recognised by the UK examination boards. The police have to maintain law and order. It is unfortunate that Sebaggala was disqualified by UNEB but those are the laws of Uganda and they must be upheld. Release enquiry cash THE NEW Ssebutinde commission of enquiry into the junk helicopters has stalled because of lack of funds. However Justice Ssebutinde has indicated that she is ready to start work as soon as the Ministry of Finance releases the funds. The appointment of the commission in December was widely welcomed as bringing an end to the squabbles of who was or was not responsible for the purchase of unoverhauled helicopters. The public is tired of the arguments and wants accountability. The commission should not delay any longer. Finance should release the money. Ends.
