By Milton Olupot PRESIDENTIAL candidate Francis Bwengye has promised to review the tax system in the country if elected president. He said he would soon unveil "a well thought-out replacement" for Graduated Tax. Bwengye, in his manifesto which he recently launched in Gulu, said, "A thorough review of the tax system is envisaged because correct fiscal and monetary instruments must and will be an integral part of the balanced economic development." He said his trips to northern Uganda had made him aware of the neglect of the Movement Government. He said the abject poverty, the despicable condition of social services like roads, health and education was evidence of this neglect. Bwengye said he would re-establish peace in the country by getting Parliament to give a "free pardon" to all Ugandans in armed conflict with the Government and hold talks with heads of the rebel groups. He also promised to restore multiparty democracy. "Multiparty democracy is the corner-stone of our political programmes. As soon as the new Parliament is elected, I will persuasively ask it to amend all constitutional hindrances to this," he said. Bwengye also promised to set up a national road network including feeder roads, which he said he had already designed. He said he would immediately look for finances to effect the programmes. Ends
