Reveal Tortured Man's Compensation, AG Told

THE Uganda Human Rights Commission (UHRC) has ordered the Attorney General, Mr. Bart Katureebe, to reveal the sum of money for compensating a man who was severely tortured in the 'safe houses.'

By Solomon Muyita THE Uganda Human Rights Commission (UHRC) has ordered the Attorney General, Mr. Bart Katureebe, to reveal the sum of money for compensating a man who was severely tortured in the 'safe houses.' Commissioner Ms Miriam Wangadya, last week set February 14 for Mr. Katureebe to give the sum of compensation for Ronald Lutalo. Lutalo is said to have been detained for over three weeks and tortured with electric shocks, after being arrested from his place of work at Nabugabo Road in Kampala on September 26, 1998. A psychiatric report to the UHRC indicated that as a result of the torture Lutalo sustained a terminal insomnia, depression and right pain. The issues Lutalo raised in his complaint to the Human Rights Commission were that his right to protection against torture, and personal liberty were violated. The Attorney General agreed to compensate him but did not say the amount. State Attorney Margaret Nabakooza said Katureebe was on leave and the matter awaited his approval. Ends
