A ROW has erupted at the National Teachers' College Kakoba in Mbarara municipality over the refund of cost-sharing fees the students paid this term.

By Ebenezer Bifubyeka A ROW has erupted at the National Teachers' College Kakoba in Mbarara municipality over the refund of cost-sharing fees the students paid this term. President Yoweri Museveni in February said cost-sharing in government-funded institutions, should stop. The announcement was followed by a press conference on March 2 at which education and sports minister Khiddu Makubuya said cost-sharing in tertiary institutions has been abolished. Students who have paid sh300,000 as fees for this term, are demanding for a refund and others are not willing to pay. The Principal, Mr. Emmanuel Karoro, calmed down the students saying the Ministry of Education would soon issue a circular giving guidance on implementing cost-sharing in government-funded institutions. "This policy is supposed to start next year - 2002 because now we have already used the money to meet the college's requirements," Karoro told the press on Saturday. This was shortly after celebrations to mark Museveni's election victory at the institution. Mbarara deputy RDC, Sarah Bananuka, who officiated at the function, thanked the people's 'revolutionary spirit of voluntarism' showed during the previous presidential campaigns and election process. "People were still following a common song that goes, 'something for something and nothing for nothing," she said. Ends
