SIR-It has been reported that a group of 1,000 heavily armed Kenyan Pokoto have entered Uganda through Kapchorwa District fleeing Kenyan security forces after killing 50 people in Kenya. This clearly shows the need for Kenyan and Uganda governments to enter into close co-operation in stamping out cattle rustling on the two sides of the border. Without this simultaneous joint action by Kenya and Uganda, it would practically be impossible to fight and eliminate cattle rustling which has for years caused suffering and deaths to Ugandans and Kenyans alike. Co-operation in this vital question is now much easier after the revival of the East African Community. Ambassador Ibrahim Mukiibi, Cairo
