SIR-I wish to comment on the UNDP Uganda supplement in The New Vision of July 6.
The three components of new
development co-operation
programme are a framework within which to pay and account to bureaucrats and government workers and the Big Financier with no tangible results.
Most of the money is meant for institutional capacity building activities (policy analysis, good governance, human rights, technical expertise, etc). However, this is where
bureaucrats will eat big.
Only a minute percentage
will be injected directly to small-scale farmers and entrepreneurs in form of
training.
How can capacity building
benefit the poor without the requisite capital?
