REQUEST FOR EXPRESSIONS OF INTEREST TO CARRY OUT A CONSULTANCY ON THE URA PERFORMANCE APPRAISAL SYSTEM

1. URA is interested in reviewing the current Performance Appraisal System in order to make it more transparent and responsive to staff and management needs. Expressions of interest in carrying out this task are therefore invited from competent local consultancy firms to conduct a study on the current system. 2. The consultant will be expected to:- (a) Review the current appraisal instruments and systems with a view to improving upon the system in place. (b) Produce an objective instrument for the effective testing of staff eligible for promotions to specified vacancies, at the different levels and/or for different categories of staff. (c) Train supervisors/line managers on how to design competence profiles for jobs in their departments, sections, units and how to conduct a selection structured interview for future use. (d) Make recommendations concerning the effective reward for productivity, integrity and supervision of staff. (e) Produce a report on the findings of the review and recommendations as to the way forward, to include all issues to be addressed as detailed in (2) above, and to present the report to the Board. 3. Pre-qualified firms will be invited to submit financial proposals, which will form the basis for further negotiations and a contract with URA. 4. Interested firms should submit their expressions of interest in a sealed envelope clearly marked: "EXPRESSION OF INTEREST IN CONSULTANCY SERVICES FOR THE URA PERFORMANCE APPRAISAL SYSTEMS" to:- The Board Secretary Uganda Revenue Authority P. The expressions of interest should be submitted together with the following: -Name of the Company/Firm -Address, Telephone and Physical Location -Certificate of Incorporation and Operating License -Names of prominent firms dealt with -Names of Directors, qualifications and experience of your personnel. 6. The closing date is Friday, 10/08/2001, at 4.00 p.m. and thereafter the documents will be opened in public at the URA Headquarters, Nakawa. 7. URA reserves the right to accept or reject any bid. 8.
