SIR—Ugandan law-makers should emulate their counterparts in the United Kingdom and launch a campaign to stop the use of cellphones while driving. The punishment
suggested is that motorists who use the phones at the wheel should be stripped of their licences because it is true they lose concentration and risk lives.
