By Catherine Ntabadde The Commissioner for Education Inspectorate, Mr Fagil Mandy, on Wednesday said the non-participation of leading secondary schools in the music festivals retards the learning process of students. Mandy blamed the headteachers of those schools for diverting money meant for extra curricular activities to their personal use. He told The New Vision after the post-primary music, dance and drama festivals at the National Theatre, “Have you seen any big schools like Gayaza, Budo participating? Some of these schools are just destroying their students. The students never learn more than academic work.” “We have carried out a survey and discovered that money meant for such activities is misallocated by the headteachers. We have now started demanding for their budgets,” he said.
