ARUA — A Senior electoral Commission official, Charles Dickens Owiny, recently told residents of the municipality that eligible voters must register at their places of origin or residence. He said it was only the commission allowed to register people for elections and not anyone else. Owiny was clarifying on issues of the photographic voters’ registration.
