PRESIDENTIAL aspirant Col (Rtd) Kiiza Besigye has demanded a "full, open and independent enquiry" into the purchase of two unoverhauled helicopters by the Ministry of Defence from Belarus. Felix Osike reports that Besigye's task force, in reply to state minister for defence Steven Kavuma's statement on the helicopter scandal, said yesterday, they had no confidence in an internal inquiry in the defence minstry because the matter involved "the minister himself, who is the President, and other very high ranking officers." Kavuma blamed Besigye for the scandal but the Colonel yesterday insisted his advice was ignored. Ends.
