PRESIDENTIAL aspirant Kibirige Mayanja has blasted former Chief of Military Intelligence Brig. Henry Tumukunde over allegations of human rights abuses and welcomed his transfer from the office.
Mayanja told journalists on Tuesday that Tumukunde was responsible for the creation of safe houses (ungazzetted detention camps) where suspects were tortured.
Tumukunde was this week posted to Gulu as commander of the Fourth Division in an army reshuffle. He was replaced by his deputy, Col. Noble Mayombo.
"It was during his (Tumukunde's) period that safe houses were set up. Mayombo should clean the Chieftaincy of Military Intelligence," Mayanja said.
