Finance minister wants PPDA to go hi-tech

SYDA Bbumba, the finance minister, has urged the new Public Procurement and Disposal of Public Assets Authority (PPDA) board to come up with innovations to improve efficiency and service delivery in the procurement process.

“The task ahead of you is to champion innovations in public procurement so that our service sector is strengthened and bolstered,” Bbumba said in a speech read by Prof. Ephraim Kamuntu, the planning state minister, during a farewell party for the outgoing board and the executive director in Kampala.

She noted that world over, public procurement is becoming more dynamic and competitive, calling for a commitment to innovation and research into better ways of obtaining value in service delivery.

She urged PPDA to use government institutions such as the National Information Technology Authority to strengthen linkages in light of new developments in procurement.

“Uganda should not miss out on the advantages offered through e-commerce and e-business,” the minister said.

“Think of introducing electronic procurement that is now an acceptable and efficient form of public procurement in the developed world. We cannot afford to miss out on its advantages,” Bbumba noted.

The new board is headed by Eng. Ibrahim Kabanda, with Joseph Matsiko, Eng. Geoffrey Ssebugwawo, M. M. Kiwanuka, Dr. David Kabateraine, Assoc. Prof. Simeon Wanyama and Lydia Ochieng Obbo as members.

The board will serve for a four-year renewable term.
