JENNIFER Musisi Semakula has taken office as the Kampala executive director.
Outgoing Kampala town clerk, David Naluwayiro, handed over office to Musisi at a function presided over by the Minister for Kampala, Beatrice Wabudeya, Local government minister, Adolf Mwesige and the outgoing city mayor, Nasser Sebaggala, at city hall in Kampala.
President Yoweri Museveni recently appointed an executive director who will run Kampala’s day-to-day operations, rendering the position of Lord Mayor ceremonial.
Musisi is the former Commissioner / Head of legal services Uganda Revenue Authority.
Under the Kampala Capital City Bill (2009) passed in November last year, the executive director will be the lead government officer in the management of the city.
The new post of executive director is more powerful than the position of town clerk.
Kampala City is no longer a district. The city is now regarded simply as located in Buganda, but with a special status under the direct control of the Central Government.
The law shifted power from the Lord Mayor’s office to an executive director.
This means that the Lord mayor elect Erias Lukwago will be a ceremonial figurehead and the person actually wielding the power will be the executive director.
