Kayunga district officials ordered to vacate offices

KAYUNGA district officials have been ordered to vacate their offices. The district chairperson, Eng. Thomas Mulondo, the speaker, Boniface Musisi Bandikubi, together with eight councillors, were directed to vacate their offices.

KAYUNGA district officials have been ordered to vacate their offices. The district chairperson, Eng. Thomas Mulondo, the speaker, Boniface Musisi Bandikubi, together with eight councillors, were directed to vacate their offices.

They were charged with defecting from the political parties under which they were voted into office to contest under other parties or as independents in the recently-concluded local council elections.

The order was contained in a letter written by the district chief administrative officer, Samuel Katehangwa.

The officials are said to have contravened chapter 243 of the local government Act, which provides that if a person leaves the political party under which he or she stood for election to the council or remains an independent member, they should vacate their seat.

“The purpose of this letter, therefore, is to inform you that according to the law, you ceased being the district chairperson on November 4, 2010 when you were nominated on an independent ticket,” the letter to the district chairperson read.

Mulondo and Bandikubi were elected on the National Resistance Movement party ticket.

However, when they lost in the party primaries, they decided to contest as independents. They lost in the general elections too.

The councillors who were affected by the law include Ddamba Kanyike and Setti Madiina from Nazigo, Justus Tamukedde from Bbaale, Godfrey Yiga from Kayonza and Edward Kalema from Kangulumira.

Katehangwa also ordered the affected persons to refund all salaries, allowances and all other duty facilitation funds that they received after their nomination.

The development has reduced the number of councillors from the 21 supposed to be on the district council to 12.
